What a Government System

Government System in India ( Collection of Views by Different People)

As now debate is going on to make a Unified Civil Service.
I got the few points by different group of peoples.

A person saying that qualification prescribed by UPSC for Indian Civil Service is "Graduate" and they became secratary and top boss of different departments and are decision maker, While various technical and research departments prescribed qualification to entry is like : B. Tech , M. Tech, Doctors etc. but they are ill treated and there super bosses are IAS/IPS/ Allied Service Group. What a joke with country, a person who is more qualified work under a less qualified person. What is motivation.Either he/she should acquire more qualification to became superior OR some other system like organization people have freedom to send there suggestions anonymously and a special password/login generated, And that should be evaluated at the ending of the year, If the persons suggestions really good, he/she must gets reward and promotion also.
They should maintain transparence, written test etc. for every body, interview should be with videography etc. to select the right people.
System should be transparent in all nature. There should be time deadline and responsibility on all person to do particular task.
When seniors are not good, then system will not be good.

Government people salaries not increases from last 10 years as per the inflation for example -
10 years back cooking gas LPG cost is one third of present. Petrol prices increased, Education is going costly and so many things but the salary remains same.
How can a mazdoor survive in Metro that is the main concern comes in the account of this news -

To get accomodation its going to costly, even officers of the government department can't buy a home with their whole life salary in Metros.
Travelling cost goes 3-4 times compared to 10 years back when 5th pay commission arrives.
Daily expenditure goes 4-5 times compared to 10 years back.
Divisional secretary of the Union R.Kesavan said the Sixth Pay Commission should take inflation in their account.
If Government will not increased at par, half of its skilled staff may left the Gov job like scientists, engineers, Doctors, Researchers, IT People ( esp. computer skilled employee).
This should take into account, if government is going late OR decision not comes early, then goverment may got a heavy loss of its skilled employees.

Retirement Age may become 62 from 60

A bonanza may come for millions of government employees as UPA government planing to raise retirement age from 60 to 62 to bear the burden of sixth pay commission report and to appease left parties.

Booming Sensex can help GoI ( Government of India ) to implement sixth pay commission

Sensex rise can help Govt. Of India to face Sixth Pay Commission burden ( Source : Economic Times )

Due to rise in stock exchange, 29 Government PSU has soared its market capitalisation from Rs 2,34,000 crore on June 1, 2004, shortly after the UPA government took over, to Rs 10,90,000 crore on October 24, 2007.

And only just sale of 10% portfolio in these stocks can fetch Rs 88,000 crore from market.
Which is approx 2% of GDP, while the immediated impact of sixth pay commission on GDP is expected to be 1%.
And due to growth in GDP it can be balanced.
Also Government has stakes in public sector banks, and market capitalisation improves in these sectors from Rs 69,000 crore to Rs 232,000 crore.

But some analyst say Left will not allow disinvestment in PSUs
