What a Government System

Government System in India ( Collection of Views by Different People)

As now debate is going on to make a Unified Civil Service.
I got the few points by different group of peoples.

A person saying that qualification prescribed by UPSC for Indian Civil Service is "Graduate" and they became secratary and top boss of different departments and are decision maker, While various technical and research departments prescribed qualification to entry is like : B. Tech , M. Tech, Doctors etc. but they are ill treated and there super bosses are IAS/IPS/ Allied Service Group. What a joke with country, a person who is more qualified work under a less qualified person. What is motivation.Either he/she should acquire more qualification to became superior OR some other system like organization people have freedom to send there suggestions anonymously and a special password/login generated, And that should be evaluated at the ending of the year, If the persons suggestions really good, he/she must gets reward and promotion also.
They should maintain transparence, written test etc. for every body, interview should be with videography etc. to select the right people.
System should be transparent in all nature. There should be time deadline and responsibility on all person to do particular task.
When seniors are not good, then system will not be good.

10 years back cooking gas LPG cost is one third of present. Petrol prices increased, Education is going costly and so many things but the salary remains same.

To get accomodation its going to costly, even officers of the government department can't buy a home with their whole life salary in Metros.
Travelling cost goes 3-4 times compared to 10 years back when 5th pay commission arrives.
Daily expenditure goes 4-5 times compared to 10 years back.
Divisional secretary of the Union R.Kesavan said the Sixth Pay Commission should take inflation in their account.
If Government will not increased at par, half of its skilled staff may left the Gov job like scientists, engineers, Doctors, Researchers, IT People ( esp. computer skilled employee).
This should take into account, if government is going late OR decision not comes early, then goverment may got a heavy loss of its skilled employees.

Booming Sensex can help GoI ( Government of India ) to implement sixth pay commission

Sensex rise can help Govt. Of India to face Sixth Pay Commission burden ( Source : Economic Times )

Due to rise in stock exchange, 29 Government PSU has soared its market capitalisation from Rs 2,34,000 crore on June 1, 2004, shortly after the UPA government took over, to Rs 10,90,000 crore on October 24, 2007.

And only just sale of 10% portfolio in these stocks can fetch Rs 88,000 crore from market.
Which is approx 2% of GDP, while the immediated impact of sixth pay commission on GDP is expected to be 1%.
And due to growth in GDP it can be balanced.
Also Government has stakes in public sector banks, and market capitalisation improves in these sectors from Rs 69,000 crore to Rs 232,000 crore.

But some analyst say Left will not allow disinvestment in PSUs

When 4.5 crore government employees incom to be decided by pay commission, then why not farmers.
A minimum 10,000 Rs. monthly to be fixed for farmers - said Mr. sharma speaking under the banner of Peoples Union for Civil Liberties.

Mr. Sharma said - A major danger in the agriculture sector can be Indo-US Knowledge Initiative in Agriculture.

Sixth Pay Commission setup after more than 10 years of Fifth Pay Commission.
Some people are criticising it, and some have counter view.

As we all know from last 10 years indian economy performing well this happens due - open economy, cheap labour cost, increasing IT & ITES services and a huge employment generated in this sector.
Due to all this inflation also rise during last 10 years, you can see cost of daily expenses becomes more than double. Travel expenses 10 years ago is near to half of current expenses. Living cost rising to high.
Property prices increases like sky rocketing.
How it happens, example-
1. Factor 1 -When IT employee sitting in india working for global market (US, UK), and when he gets salary of 50000 Rs monthly ( For examply while in US, UK similar categoty employee charging 4000 $ monthly approx 1.60 lack monthly). This is labour margin. And when such employee spend his money to CAB, Auto Rikshaw, Purchasing property, etc. This is a factor of inflation. While government employee serving nation, say domestic market. And it is not a profit making agency, where he can show his performance.
2. Factor 2 - Finance companies, People of Developed companies understand Indian economy is rising and it has potential due to - Cheap Labour , English Language , IT and Computerisation increasing, Cheap Education,
It generates a large number of skilled labour.
Geographic position of India can be best suited for 24 * 7 operation to countries like US, UK. US understand to speed up there operation and better service they have to rely on country like India.

Due to all this FII ( Foreign Institutional Investor ) invest in India, that's why Indian Share Market is booming.
And due large inflow of dollar and other foreign currencies, inflation also going to high.
For example , FII invest in Indian share market, and share market increases, Now people of india OR company operated in India use this money to other comodity like property etc.
Then due to this factor inflation rises, also Indian economy rises.

To maintain this gap need of sixth pay commission arises, it doesn't mean they give any reward to government employee.

Some sources give suggestion how to implement sixth pay commission -
1. Reduce staff in government sectors.
2. Since primary function of government is to give better service to nation. For this government staff shiould be computer savvy ( it can help us for reducing staff), provide online services that's why government bank are now going to IT solutions like - home banking, net banking, ATM machine, smart card solutions etc., and almost all government department going for computerization. Through online service people can save there time, travelling expenses, can get service 24*7, and can keep record easily. Cost of record keeping can be much lower through paper less work, If they use smart card payment then saving of paper currency for the nation.
And goverment can keep track record of all activity easily.
Cyber Security and Cyber Lay is highly needed.
3. Government staff should be competent, and performance system should be there. But problem is who decide performance of its employee, traditional system for promotion ( judging performance) is - CR ( Confidential Report, Direct Interview and no record of this, Seniority etc.
By this competent staff becomes incompetent, they are going to flattery of authority, involve in corruption etc.

Performance system can be -
1.Since senior person not hear any suggestion of there sub ordinates, not maintaining any such record. There should be a provision like - people can submit there suggestion anonymously through electronic media ( and a special number to be generate). After end of the year, if the suggestion are really good this should be taken as performance.
2.There is a provision - Subordinate staff should send his request/problem in working to his senior as well as to his super senior authority and a copy of this to Government's personal department ministry.
3. Training programs, part time educational programs to be run to make a competent staff.
4. Senior authority creates problem and trying to involve employee in corruption.Probationary period is totally bogus, where senior authority torture its employee.
5. For Promotion - After every three year there should be written test(2-3 stages), Interview videography record should be there. Seniority, CR should be given very less weightage.
6. Government runs by old age people, while IT companies are runing by young people. Government should learn a lesson from this and not to be increase retirement age( Problem is government have to think about vote bank, how they give so much money to its employee, if 6th pay commission comes with huge expenditure).
To make its staff competent, max. age limit should not increases. We know creativity of mind reduces after 50 years of age sharply.

6th pay commission may give reward to 4.5 million central government employees before its sheduled period and may be effected from January 2006.

Top beuracrates can get salary upto 75000 + other allowances and perks.
To keep pace with the private sector salary it is necessary, while Fifth Pay Commission was not commensurate.




In 2004, the government raised the Basic Salary by 50 per cent, but the key pay scales remained unchanged. An additional DA of 41 per cent is given on this revised basic pay.

Sources said HRA can also be increased. Desinations may also change at lower levels of Government employyes, making them market oriented.


The Sixth Pay Commission, headed by Justice B N Srikrishna, was constituted last October. It comprises Sushama Nath (member-secretary), Ravindra Dholakia and J S Mathur.
GDP burden due to 6th pay commission - rose from 1.6 percent 1996-97 to 2.3 % by 1999-2000.

Many rumours about sixth pay comission

A new pay scale

It is known that the sixth pay commission has decided to unify the increment dates and retirement dates for all the central govt. employees. Accordingly the retirement date will be December 31st and the increment falls on January 1st. The minimum basic pay will be 6500.

The pay commission chaired by Justice B N Shrikrishna has decided to reduce the number of pay scales from existing 39 to 16. The retirement ages will stay at existing 60 years.

Based on the speculation of the mid-term poll, the finance ministry has asked the commission to submit the pay structure alone. The detailed report will only be submitted later.

The recommendations will be to implement the scales with effect from January 2006. However the arrears due to the additional allowance will be calculated with effect from January 2007. The commission has recommended from 6pc DA from January 2007 and 14pc from January 2008.

As per the recommendations, the minimum basic scale for the central government employees will be 6500-150-9500(Group D). The existing scales which starts with 2650 and 2750 will be merged to a new scale of 7500-250-12500 for the group D staff. The scales starting with 4000 and 4500 will be merged and made into 10300-300-17500.

The employees in the A1 cities comprising of Delhi, Mumbai, ChennaI, Kolkotta and Bangalore will get an HRA of 30pc of the basic pay subject to a maximum of 12000. The HRA for AB1, B2 and other places will be 15pc(6000 max), 7.5pc(3000 max) and 5pc(2000 max) respectively. The CCA will be 4pc(1200max),3pc(900max),2pc(600max) and 1pc(600max) respectively. The conveyance allowance in the A1 and A cities will be 6pc of basic(2400max for gazetted and 1200 for non-gazetted). At other places this will be 3pc(1200/600 max).

The employees will have to contribute 10pc of the basic pay towards the PF.The employees in different groups will have to pay 400/200/100/50 towards the Insurance schemes.

While retiring the employees can encash 360 days (currently 300 days) of accumulated leaves. The pension commutation can be done for 60pc against the existing 40pc.

As expected, the scales are just a lolipop to government employees. The actual resulting increase will be just between 25%-35% range of the present pay in hand of govt. employees. And the even this meagre increase will be further nullified with income tax liabilities arising out of increase. Thus, the SPC will prove just a "square one" exercise. Many thanks to our veteran FM for the lolipop. If any further scope remains for govt. employee to rejoice, that will be washed out by the maket hypes and further brutal inflationary trends at the behest of increase in pay scale of employees by businessmen (who loot the commonman and show 45% net profits and make our FM happy). Thus, in wholesome, the SPC would rather prove to be a negative effect for employees. Thus, stop enjoying. Start, worrying.

1. Are they able to buy a house in metro cities ( Delhi , Banglore , Bombay etc.),
2. education is going costly - how they educate their child for engineering etc.
3. In private sector a young age 18-22 person are getting salaries 18K - 40 K easily , while in Government sector people are getting approx 10 K for a Group C post and they are going to such level 18K or max at the age of retirement.
4. How they marry their child and feed themselves ( Inflation is too high, when the 5th pay comission comes and now 6th pay comission comodity prices increases too much, you can compare these).

A friend told another story -
He is saying why government should not adopt hire and fire policy, less staff, computer savvy, laptop should be provided to them, so they can work from home also, mobile should be provided to them for any emergency work.Any fault/problem should be faced by Team Leader (Director / Administrative Officer), transperency should be there. Whatever a junior person demands, he/she can send copy message to his Director/Team Leader and also to minister of his department, coz lower cadre persons voice always cut down and they are facing consequences. Voice chat / video conferencing system should be there, camputerize databsae maintain, online service should be provided.
There should be a way ( Anonymously) so that lower cadre person can say to all people (Higer cadre / Public) coz senior persons creates problems and they are root of corruption.
In all government appointment promotion there should be an examination, and if a person fails in that he should be demoted also. Corrupt people should be penalize and remove from the job.

1) The lowest level of technical maintenance staff in S&T organization is presently inducted as Signal Maintainer-II/Signal Maintainer-III with pay scale of Rs. 4000 - 6000 & Rs.3050 - 4590 with qualification of 12th class Science / matriculation required technical trade from ITI. The signal and telecom maintainers attend to the technical gadgets and equipment, which are used for train operation i.e. control communication system, signaling and interlocking equipment at the station, tele-communication & data-com equipment etc. As against this, a stationmaster who is a non-technical person with simple graduation degree (Arts/commerce/Science) and whose job mostly involves logging of train timings, waiving of flags and exchange of private number on telephones, ticket selling etc. is paid starting salary in the scale Rs.5000-8000/-. Thus, there is a substantial gap between the starting salary of technical staff performing skilled job and non-technical staff performing routine job. In addition, the technical staff has to keep the outdoor equipment / system functional during day or night, rain or sun shine for all 365 days in a year under all weather conditions. As against this Station master%u2019s job is predominantly in-door job except during emergencies. Presently, the channels of promotion for the maintenance staff in S&T organization are poor compared to non-technical operating/commercial staff posted at stations. 2) S&T has the additional task of providing technological infrastructure for ensuring safety in train operation in addition to providing S&T systems for optimum utilization of fixed & mobile infrastructure of track, rolling stock etc. A bulk of workforce in S&T organization at supervisor and officer levels is drawn from the engineering discipline of Electronics & Telecommunication. This engineering discipline presently constitutes bulk of the feeder category to the sunrise industry i.e, IT, Communication and bio-technology. Not only their starting salary in private / corporate sector is high in comparison to government salary but also the rise is very fast both in terms of money as well as promotions. In S&T organization in Railways, recruitment at lowest supervisory level i.e. JE-II is done by inducting Diploma holders in Electronics/Communication and at officers level with BE/ME in Electronics/Communication/Computers. All these disciplines commend good salary at the time of appointment in corporate sector and very good pay rise during their service. Consequently, Railway is facing acute shortage in supervisory as well as officer categories in S&T organization. This can be eradicated partly by giving higher grades to both supervisors and officers so as to narrow down the gap between the government and corporate sector. Presently S&T maintenance staff and supervisors are required to do maintenance work in regular 8 hour shift daily. In addition to this routine maintenance work

Here is a brief list of the recommendations:▪ A 300-400 per cent rise in basic pay - 400 per cent more than the current basic, and two and a half times more than basic plus Daily Allowance (DA). ▪ Something called Military Service Pay to compensate the X factor – especially the dangerous nature of the job, staying away from family, and frequent shifts. Across the board, armed forces personnel have demanded a 40 to 50 per cent hike of basic salary. ▪ The forces also want an Incentive Pay, aimed at specialists like engineers and pilots who often quit the Army for better opportunities in the private sector. So, after 15 years, if armed forces officers want to stay on, they will get a year's basic salary extra. What these conditions aim to do is benefit 2 million officers and men of the armed forces and if implemented, could come as a godsend for millions of retired officers and men as pensions would also rise considerably. It will however be up to the Sri Krishna commission to look at the issue and decide on a special package. The Indian Army alone has over 1,300,000 active soldiers. A pay hike however is warranted considering the rising inflation over the past few years. Attractive salaries will also invite some of the countries brightest talent to serve in the Armed Forces.

1Group ‘A’ establishment of BSF is to be treated as an Organized Service.
2 Change of designation of 2nd–in-Command as Additional Commandant.
3 Inspector of BSF should be given Group ‘B’ Gazetted status.
4 Up-gradation of enrolled followers of BSF in the grade of skilled persons and to place their pay in pre-revised scale Rs.3050-4590 (S-5). Existing pay scales should be increased by 4 times.
5 The abolished ranks of LNK and NK should be restored with appointment pay Rs. 500 pm for LNK and Rs.800 pm for NKs.
6 Non-combatised civilian posts should be granted replacement scales as admissible to analogous posts of CSS cadre.
7 Separate Pay scale should be granted to ADIG rank.
8 Up-gradation of the pay Scale of Inspector from Rs.6500-10500 to Rs.7500-12000 in the pre-revised scale. 9 Constable (Rs.3050-4590) is promoted to Head Constable (Rs.3200-4900) after 18-20 years. If the panel is anywhere near as generous as its predecessor 10 years ago --

'The Fifth Pay Commission (set up in 1994) recommendations resulted in a Rs 530 billion payout by the government. The next (sixth) pay commission would effectively wind up Indian sovereignty.


Pay Comission - administrative system/mechanism that the Government of India set up in 1956 to determine the salaries of government employees.

1st pay comission - set up in 1956

Fifth Pay Commission - central government declared salary and allowances hikes for its approximately 3.3 million employees, and insisted that the state governments too revise the pay of their employees as per the Commission's recommendations

Result - Before the Fifth Pay Commission recommendations came into effect, the central government's wage bill (including pension dues of Rs 50.94 billion) stood at Rs 218.85 billion in 1996-1997.

Some of recommendations by Fifth Pay Commission's included cut down the government workforce by 30 per cent; abolishing 350,000 vacant posts and reducing the number of pay scales from 51 to 34, none of which were implemented.

Sixth Pay Commission - Communist leaders and trade unions have been demanding the setting up of such a commission

The committee, headed by Cabinet Secretary B K Chaturvedi, turned down the request for constituting the Sixth Pay Commission. The committee said the Centre might not be able to bear the additional burden and the states were just recovering from the impact of the Fifth Pay Commission, whose recommendations were implemented in 1997.

Sixth Pay Commission may recommend reduction in the work force by 40% to compensate the probable increase in the payments to the employees.

The Centre is of the opinion that financial burden on the government after implementing the possible increase in the salaries can be nullified by cutting employee strength by 40%. Additionally, specialists of the Centre are in the favour of reducing specialist jobs in the Government. They want to abolish the vacant posts in the government. Centre has not finalised its opinion about the nature of the posts to be abolished. Specialists of the Centre will give its report to the Pay Commission with some examples. It will be clealy mentioned that if only the recommendations of the improvement of the financial increment are accepted then it can be disastrous. According to the sources of the Centre, some State governments have directly approached the Centre and given it opinion.
