B N Srikrishna ( Former Chief Justice of India) who holds MA degree in Sanskrit , diploma in Urdu , postgraduate diploma in Indian Aesthetics from the University of Bombay.

He says we are trying performance based salary in Goverment Departments.

Prefering contractual jobs etc. to make India a super power country.

Salary may not be at par with the Private organization, but trying to improve parity.

Point of Note - Who decide the performance of government employees. Beuracrates , Seniors ?
They are policy makers, strategy maker etc. Junior person have to follow there orders.
If such thing happen there - corruption will increases more. Senior person can fire his junior, and recruit his caste based , religion based , region based , money based, liking based person to his department.
If that happens, then a senior person , minister fire all the employees and may fill posts of his caste , vote bank.

Incom Tax (IT) Officers Join a one day strike on 30th October

Demanding implementation of a charter of 12 demands ( incudes intrim relief payment + Sixth pay Commission ) to be implemented.

Income Tax Gazetted Officers’ Association said that they given strike notice on 19 September.

Note - 31 October 2007, Wednesday is the last date for filing of income tax returns.

Strike for Intrim Relief of Sixth Pay Commission

Central and State Government employees are on strike today ( 30th October 2007)

Employees demanding atleast 1000 Rs. should be given to them as intrim relief from January 1, 2006., until sixth pay commission report comes.

Strike is also resisting outsourcing of government jobs / contractual jobs / Downsizing Dapartment / Ban on creation of new posts.
( A question : Where will the young common graduate go, only IT enabled job increases)
They are calling it as a - strike against Anti-people & Anti - employee ploicies should be checked.

Broaden the range of sixth pay commission : include farmers as well

A recent news on hindu.com website ( published on 19 october 2007, Coimbatore) -
When 4.5 crore government employees incom to be decided by pay commission, then why not farmers.
A minimum 10,000 Rs. monthly to be fixed for farmers - said Mr. sharma speaking under the banner of Peoples Union for Civil Liberties.

Mr. Sharma said - A major danger in the agriculture sector can be Indo-US Knowledge Initiative in Agriculture.
and may be detrimental to farmers.

Sixth Pay Commission

Sixth Pay Commission setup after more than 10 years of Fifth Pay Commission.
Some people are criticising it, and some have counter view.

As we all know from last 10 years indian economy performing well this happens due - open economy, cheap labour cost, increasing IT & ITES services and a huge employment generated in this sector.
Due to all this inflation also rise during last 10 years, you can see cost of daily expenses becomes more than double. Travel expenses 10 years ago is near to half of current expenses. Living cost rising to high.
Property prices increases like sky rocketing.
How it happens, example-
1. Factor 1 -When IT employee sitting in india working for global market (US, UK), and when he gets salary of 50000 Rs monthly ( For examply while in US, UK similar categoty employee charging 4000 $ monthly approx 1.60 lack monthly). This is labour margin. And when such employee spend his money to CAB, Auto Rikshaw, Purchasing property, etc. This is a factor of inflation. While government employee serving nation, say domestic market. And it is not a profit making agency, where he can show his performance.
2. Factor 2 - Finance companies, People of Developed companies understand Indian economy is rising and it has potential due to - Cheap Labour , English Language , IT and Computerisation increasing, Cheap Education,
It generates a large number of skilled labour.
Geographic position of India can be best suited for 24 * 7 operation to countries like US, UK. US understand to speed up there operation and better service they have to rely on country like India.

Due to all this FII ( Foreign Institutional Investor ) invest in India, that's why Indian Share Market is booming.
And due large inflow of dollar and other foreign currencies, inflation also going to high.
For example , FII invest in Indian share market, and share market increases, Now people of india OR company operated in India use this money to other comodity like property etc.
Then due to this factor inflation rises, also Indian economy rises.

To maintain this gap need of sixth pay commission arises, it doesn't mean they give any reward to government employee.

Some sources give suggestion how to implement sixth pay commission -
1. Reduce staff in government sectors.
2. Since primary function of government is to give better service to nation. For this government staff shiould be computer savvy ( it can help us for reducing staff), provide online services that's why government bank are now going to IT solutions like - home banking, net banking, ATM machine, smart card solutions etc., and almost all government department going for computerization. Through online service people can save there time, travelling expenses, can get service 24*7, and can keep record easily. Cost of record keeping can be much lower through paper less work, If they use smart card payment then saving of paper currency for the nation.
And goverment can keep track record of all activity easily.
Cyber Security and Cyber Lay is highly needed.
3. Government staff should be competent, and performance system should be there. But problem is who decide performance of its employee, traditional system for promotion ( judging performance) is - CR ( Confidential Report, Direct Interview and no record of this, Seniority etc.
By this competent staff becomes incompetent, they are going to flattery of authority, involve in corruption etc.

Performance system can be -
1.Since senior person not hear any suggestion of there sub ordinates, not maintaining any such record. There should be a provision like - people can submit there suggestion anonymously through electronic media ( and a special number to be generate). After end of the year, if the suggestion are really good this should be taken as performance.
2.There is a provision - Subordinate staff should send his request/problem in working to his senior as well as to his super senior authority and a copy of this to Government's personal department ministry.
3. Training programs, part time educational programs to be run to make a competent staff.
4. Senior authority creates problem and trying to involve employee in corruption.Probationary period is totally bogus, where senior authority torture its employee.
5. For Promotion - After every three year there should be written test(2-3 stages), Interview videography record should be there. Seniority, CR should be given very less weightage.
6. Government runs by old age people, while IT companies are runing by young people. Government should learn a lesson from this and not to be increase retirement age( Problem is government have to think about vote bank, how they give so much money to its employee, if 6th pay commission comes with huge expenditure).
To make its staff competent, max. age limit should not increases. We know creativity of mind reduces after 50 years of age sharply.

6th pay commission may give reward to 4.5 million central government employees before its sheduled period and may be effected from January 2006.

Top beuracrates can get salary upto 75000 + other allowances and perks.
To keep pace with the private sector salary it is necessary, while Fifth Pay Commission was not commensurate.




In 2004, the government raised the Basic Salary by 50 per cent, but the key pay scales remained unchanged. An additional DA of 41 per cent is given on this revised basic pay.

Sources said HRA can also be increased. Desinations may also change at lower levels of Government employyes, making them market oriented.


The Sixth Pay Commission, headed by Justice B N Srikrishna, was constituted last October. It comprises Sushama Nath (member-secretary), Ravindra Dholakia and J S Mathur.
GDP burden due to 6th pay commission - rose from 1.6 percent 1996-97 to 2.3 % by 1999-2000.

Many rumours about sixth pay comission

A new pay scale

It is known that the sixth pay commission has decided to unify the increment dates and retirement dates for all the central govt. employees. Accordingly the retirement date will be December 31st and the increment falls on January 1st. The minimum basic pay will be 6500.

The pay commission chaired by Justice B N Shrikrishna has decided to reduce the number of pay scales from existing 39 to 16. The retirement ages will stay at existing 60 years.

Based on the speculation of the mid-term poll, the finance ministry has asked the commission to submit the pay structure alone. The detailed report will only be submitted later.

The recommendations will be to implement the scales with effect from January 2006. However the arrears due to the additional allowance will be calculated with effect from January 2007. The commission has recommended from 6pc DA from January 2007 and 14pc from January 2008.

As per the recommendations, the minimum basic scale for the central government employees will be 6500-150-9500(Group D). The existing scales which starts with 2650 and 2750 will be merged to a new scale of 7500-250-12500 for the group D staff. The scales starting with 4000 and 4500 will be merged and made into 10300-300-17500.

The employees in the A1 cities comprising of Delhi, Mumbai, ChennaI, Kolkotta and Bangalore will get an HRA of 30pc of the basic pay subject to a maximum of 12000. The HRA for AB1, B2 and other places will be 15pc(6000 max), 7.5pc(3000 max) and 5pc(2000 max) respectively. The CCA will be 4pc(1200max),3pc(900max),2pc(600max) and 1pc(600max) respectively. The conveyance allowance in the A1 and A cities will be 6pc of basic(2400max for gazetted and 1200 for non-gazetted). At other places this will be 3pc(1200/600 max).

The employees will have to contribute 10pc of the basic pay towards the PF.The employees in different groups will have to pay 400/200/100/50 towards the Insurance schemes.

While retiring the employees can encash 360 days (currently 300 days) of accumulated leaves. The pension commutation can be done for 60pc against the existing 40pc.

As expected, the scales are just a lolipop to government employees. The actual resulting increase will be just between 25%-35% range of the present pay in hand of govt. employees. And the even this meagre increase will be further nullified with income tax liabilities arising out of increase. Thus, the SPC will prove just a "square one" exercise. Many thanks to our veteran FM for the lolipop. If any further scope remains for govt. employee to rejoice, that will be washed out by the maket hypes and further brutal inflationary trends at the behest of increase in pay scale of employees by businessmen (who loot the commonman and show 45% net profits and make our FM happy). Thus, in wholesome, the SPC would rather prove to be a negative effect for employees. Thus, stop enjoying. Start, worrying.

Due to elections preparation, central government may give better rocommendations and want earlier report of sixth pay comission.

Employee may get increase of 100-150 % increase in their salary.
And so that lowest Group - D , employee's salary crosses 10000 Rs. monthly
And highest beuracrate cabinet secratary's salary reaches rupees 100000 ( one lack) monthly.

Secrataries may get double salary.
Child education allowance may increase.
HRA may get increase from 30 to 45 %.
Pay scales may cut down to 19 from 38.
Retirement age may increase to 62 from 60.
Technical employees retirement age may increase to 65 from 60.
Deputation between Government and Private Sector can be possible.
Government holidays/leaves may cut down.
Working days can be 6 day a week from 5 day week job.
